Robert Gates was clearly a great pick for Secretary of Defense. Too bad Bush had to wait so long to dump Rumsfeld. That was Bush’s tragic flaw — his sense of loyalty that clouded his decisions.

Immediately after 9/11 and Katrina, Bush’s impulse was too praise CIA chief Tenet and FEMA chief Brown. That sums up what was wrong with President Bushes approach to management.
